Five (5) Row Housing Project.

Project Overview.

The purpose of this Public Information Meeting is to seek input from neighbours on an application (Township of Langley Project Number: 08-13-0091) for five (5) new row housing. This project incorporates and fully complies with Township’s R-CL (RH) zoning.

The new row housing is an executive residential building with houses on three levels—the main floor consists of a kitchen and living areas. The upper floor has bedrooms, and the basement is unfinished for future development. The site is a corner site and faces two access roads, to the north of it - it is 72nd Avenue, and to the east, it is 208A street. The site is bounded by a mixed-use six-story building to the west and to further east; it is a row housing complex. To the south, there are single detached homes and to the north, across 72nd Avenue, there are single detached homes.

The proposed row housing will integrate the future development and City’s OCP to promote attractive, distinctive, and vibrant living experiences. The project development fully complies with Town’s R-CL (RH) residential compact lot row housing zoning bylaws regarding building height, setbacks, lot coverage and FAR, which will be further detailed in the submitted Architectural drawings.

The new row housing development on this site will create a new urban space development with a new and energetic character consistent with the Official Community Plan.

Project Description

Project Scope.

The Langley Row housing is a 2-story compact housing unit. Each row house has one open car port and one detached car garage. The main floor has got the Prime living areas with kitchen, dining and guest washroom and upper floor has got three bedrooms with ensuite and washrooms.
The units are oriented North south direction to get the maximum usage of site along with maximum south sun. The vehicular entrance to the site is form 208A street and for pedestrian it is form 72nd Avenue. Being a corner lot, the building follows the zoning regulation 104.4(4) where no part of the building, structure or fence is projected more than one meters above grade of a triangle formed at the 2-corners. The row housing is made and follows the zoning regulations and the design team tries to meet and exceed the local zoning requirements. The designer also provides the both Garbage enclosure and Age friendly amenity areas as per the township of Langley zoning regulations.

The site currently is zoned as SR-2 (Suburban residential) residential zones and the owner wants to rezone this R-CL (SEC 407) or residential compact lot row housing. The proposed development has a total site coverage is 39.17% which is less than the allowed 55% maximum.

Project Response To Urban Design Principals

A. Building Design and Architectural Standards

The architectural theme of this development is to follow the housing options suitable for average income groups still have all the benefits of the living in the urban townhomes. These row housing has 3- bed room units and is deemed to be suitable for the singles, couples, seniors, and young families and is based on the Township of Langley-land use and development plan.

  1. The massing of the building is done deliberately to incorporate the development that doesn’t isolate this property. With this development the site looks more in line with the OCP as per the township of Langley.

  2. There is a strong design element created by stagnating the building forms. The height of the building varies and creates an interested look.

  3. Contemporary materials like Glass, Brick, Hardy board along with different colors are used to give this building a more visual interest.

  4. The part of the private amenity area is kept on the rear and in the front to align with the row housing development across the road.

  5. The new development will be complimenting to the existing size, mass and scale of surrounding developments as with the OCP and as per the township of Langley.

 

B. Pedestrian Environment

The Langley Row housing helps to create a pedestrian friendly environment for its tenants and visitors by providing a connection to the neighborhood walkway to the west and the adjacent neighborhood.

The design incorporates the 1.5 m sidewalk in front of the building to connect the city side walk and provide easy access to the owners and visitors coming to the row housing.

 

C. Access, Circulation, and Parking

Parking for the Langley Row housing is provided as per the Section 107 of the Zoning Bylaw.

D. Landscaping

Additional landscaping has been added to the site to help beautify and enhance the proposed new addition to the neighbourhood. The building’s proposed exterior is made up of a variety of materials and colours to help distinguish it as a unique multifamily while not overpowering the aesthetics in this mature, established neighbourhood.
